Participation Based on Local Attachment——An Analytical Perspective to Understand Citizens' Participation in Public Opinion Crisis Management

The crisis of public opinion is a major challenge faced by the government in Internet era, and governance has always been focus attention academic community. In opinion, subject relatively single, often departments are situation fighting alone. From perspective cooperative governance, this paper discusses following two issues: "Is it possible for individuals to participate governance?", "What affects individual's willingness crisis". This argues that participation based on local attachment action paths, namely, irrational path "local identity - emotion governance" rational dependence risk perception governance".
